Currently Frank serves as senior advisor to a Houston multibillionaire with oil and gas assets as well as stem cell investments worldwide. Frank is a Chairman of the Board of Topaz Technologies, Inc. Frank was Senior Vice President of The Coastal Corporation. This Fortune 50 energy company was responsible for multimillion dollar acquisitions and joint ventures in new growth market targets of opportunity worldwide. From 1984 to 1989 he was general manager of The Kensington Company, Ltd. Prior to that he was President and 50% owner of Devco Overseas Company, this project development company specialized in petrochemical and fertilizer joint venture proposals in Dubai, Pakistan, Saudi Arabia, Togo, Bangladesh, Indonesia, Thailand, Mexico, and Egypt. Prior to this position, he was SVP International of the Williams companies and after the military he joined PEPSICO in their international operations. After graduating from Texas A&M University, Frank served in the U.S. Army from 1965 to 1973. He received an MBA and his last assignment was teaching leadership at West Point.
