Scott Rainey is the Process and Business Analysis lead and a Client Executive for North Highland. He has 21 years of consulting experience in the public sector with an emphasis in assisting organizations through complex projects covering the lifecycle spectrum from idea to reality to achieve the highest degree of service. Scott works directly with executives in the state and local government.

Troy Sands

Vice President Expert
Troy has 18+ years of consulting experience with strategic planning and execution, facilitation, process improvement, operations and project management. His industries of focus are hospitality, entertainment, energy, telecommunications and publishing. Previously, Troy was with Progress Energy where he led large electrical substation and transmission line projects, Perficient, Aon Hewitt and PWC.
